Hi If you are using different views for different users, you can directly add/delete the option. If you dont have views concept in your form design just place the option in a section and use the conditional formating on the section, to hide or show the option.

You have to publish your form template as an administrator approved form, in the sharepoint central administrator. Then the form is available as a content type. Now you can add mulitiple content types to your form library and maintain all forms in a sngle library.

Setup a secondary data connection with sql db and use it to populate.

where exactly you are publishing your form? You said web site. Is it not SharePoint web site?
