I'm a bit confused about what you are trying to do - when you say child forms, do you mean additional template (XSN) files? Or do you mean data (XML) files? When you say you need to keep the data in synch, what does that mean?
You may want to use a content type, and try to add logic to your form so it will submit to the correct library - that ...

It sounds as if you are saying that you are getting an error message, but that the data is actually submitting - is that the case?

I can't really think of a way to do this - especially if your drop down list entries are hard coded. Even if they are from a secondary data source, it may take a bit of trickery.
For example, you could have a SharePoint list for the employees. And a combo box in your form that uses that list as the data source for its entries.

Well - the issue is with your rules, I think.
The field /my:Liaison_Time/my:Liaison_Total_Daily_Regular_Time_For_Billing is being set based on the idea that the form will only have a single, 8 hour day. When you merge the forms, you have multiple days.
Same with this field: /my:Liaison_Time/my:Liaison_Total_Daily_Overtime_For_Billing
But I ...

Hi - GetListItems doesn't work well with InfoPath out of the box. You can search and find some work arounds - generally, I just avoid it.
You are using SharePoint 2010 - so you should have query fields with a plain list data connection - if your queries are simple equivalency queries, that should work for you.
However, if you need something ...

Oh - Interesting.
So, I don't even think you'd necessarily need qRules for this.
But what you do need is to know how many rows there are in your secondary data source, and a way to loop through them.
I'd have a field (probably in an XML secondary data source) that I'd use for my counter. The rules would be something like ...

InfoPath doesn't care if the secondary data source has one or a hundred rows - the XPath to the field is going to return the first node, unless you've specified with a filter which row you want.
So, let's say I have a secondary data source called "Cities". It has a field called City.
The XPath looks ...

So, this form submits to a particular library, and you also want to query data from the library? You can add a data connection to the library - if you are using ShP 2010, you can even use the available query fields to return just the data for a particular field value.

Hi - I replied to your other question on this here: http://www.infopathdev.com/forums/p/20856/72226.aspx#72226

OData is a REST web service - so you could add a REST connection to the SharePoint OData service. You can find out if you have OData enabled in 2010 using a URL like this:
http://YourSharePointServer/_vti_bin/listdata.svc
With the placeholder text YourSharePointServer replaced with.... your actual SharePoint server.
Something like this would ...
