Have the web service running successfully on the local host after installing .NET 2.0 SDK and from the SDK Command Prompt running Disco.exe.
Question know is how to publsih the web service to an IIS server to roll out this service?

Can you check in your manifest.xsf contains the promoted list is available or not?
Open the manifest.xsf file in xml editor mode and search key word is 'listproperties'. Then you will get the list of promoted column list on that file and data type of each field.
