Under the Data tab in the ribbon, find the form load rules. Add a rule on form load that if status = "Supervisor Review Completed" switch to the read only view. :)

Yes - when I put the variable (that was populated by the substring command) in the email, the email is blank. It seems to be that the substring command is just simply not working from the infopath field I created.
It's all 2013, SPD and Infopath.
