Are you talking about the resource files you have added to your form in InfoPath? In this case, those files are available to be used by your code - they reside the in the same folder your assembly is being executed from. That means that if you have a file called "data.txt", you could read its contents in this way:string data = ...

I have successfully used rules to query data connections in the form open rules.  Typically I believe your field value should be there but I am not sure.  Can you put a query rule on a field? So that when the field is updated it would run the query? Can't test at the moment but I believe you might.
