I went ahead and tried to modify the web.config file mid-install but it had no effect, it still errored out with the same message. I also tried doing the IISRESET but no luck there either.

Can the AD Web Service be consumed by classic asp or ASP 3.0? If do you folks have any sample code laying around..
It would be great to be able to consume this service outside of sharepoint and infopath.

It is good to hear your making progress.
The form opening time is probably hard to escape, as it is the overhead of InfoPath and opening the application. The performance once open though should be a different matter. Obviously performance has lots of factors but I think what you describe can be improved.
