I'll assume from your reply you are saying that the rule itself is not working correctly? Not that you are having different behavior between browser and preview?
So - you don't have any filters on the rule - do all instances of the User_Name field have a value? Are there multiple entries in that list? Your rule will set the ...

I don't understand what this means:
It is displaying in the Preview and Browser.
It sounds like maybe you don't have your rule set correctly?
That is - if the rule works correctly in preview, but not in browser, it is postback.
If the rule doesn't work correctly, it is the rule itself.... ...

But does it work when you preview the form? If it works in preview but not in the browser, it may be a postback issue. If so, right click the drop down control and select the properties - in the properties dialog, on the browser tab, try setting postback to always.

Hi - you mention something that stands out to me:
then upload the .xsn so that people could go there and fill it out and submit it back into the library
Is this an admin approved form? If your browser form does not have code, you shouldn't need to admin approve it. Just publish directly to the ...

You had a question that you asked in a private messsage that I'll go ahead and answer here - you asked about the command node being blank when you preview.
Here's the basic mechanics of qRules - you set the command node to a value, the code that is added to your form runs when the command node changes and tries to do what you've asked ...

I'd query that data connection as part of the submit rules - submit rules would be like:
Query library to get IDs
Set field to concat("OP", max(ID) + 1)
Submit form

Coffee helps with InfoPath. :-)
If you are retrieving the ID, the initial concat should work. But add a calculated value to your form that shows the max ID from your secondary data source - make sure that is returning what you'd expect. Then you can troubleshoot from there.

Well, the zero padding is also going to be a challenge.
When do you plan to zero pad? Only if the number is a single digit?
-
I see, you are getting back a string - I'd thought you were returning the actual list item ID, which is a number.
You could use translate to get rid of the OP:
translate(id, "OP", "")
-
You need to use a concat formula:
concat("OP", max(id) + 1)
