There must be a rule that is firing or the data connection is being requried that is over writing the values.
There is a very similar sample solution included with the Database Accelerator, which connects to a DB and has workflow and assignment via email. You may want to check it out as an example or to increase the potential of your ...

I would try creating a new drop down control and see if it does the same thing. Sometimes an existing control does not respond to changes and it has to be replaced.

Where are the InfoPath documents stored?
Is it the template or saved documents you need to control permission on?
I do not think a web service would be what you needed but could have a script or something thta would update permissions.
You may want to check out the Database Accelerator if you have a requirement for granular security on ...

You should not have any issues
There are only a few things in 2007 that are not backward compatible and you can save in 2007 as 2003 compatible.

I have a form that submits to an Access db when a button is pushed. A copy of the form is also emailed to a team inbox. When someone opens the form from the team inbox they will assign it to someone via a drop down box on the form. When the task is completed, the form is reopened and a status box is changed to 'completed'. My problem is ...

I have a few drop-downs that get their lists from Sharepoint 2007 (like numbers of area codes). When you preview the form or print it, the values are underscored. The font style of the drop-down boxes is not underscored.
A similar problem I had on another form that got lists of items from Sharepoint into repeating tables, and ...
