Are you saying that both tables already have the same number of rows and you want to copy the data in one table to the other, or do you want to actually add rows to the destination table?

One important point with GetInputParameter is that you can't use it from a Form Load rule. If that is indeed where you are trying to use it from, please move your rule to qRules' finishedLoading node, which will trigger when the input parameters are ready to be accessed.
