Which means if the user doesn't have access to the data, you are going to have "disappearing" data - the store data for use when offline is used if the user is actually offline - yours aren't - they just don't have access. I think you'll need two lists - in general, for one to many with SharePoint lists, you have a parent list and a child list - that is, if you are using SharePoint List forms - which it sounds like is what you are planning. InfoPath does have external item pickers that are supposed to work with BCS - but I'm not sure if those are available ...
