If you are working with a list form you have the option of setting it to manage multiple items. Create a new SharePoint list form, use the URL for your list, and select the option to manage multiple items.

Yes, we use TFS too - so you know, for IP 2013, I've read that Visual Studio will be the dev environment again - in IP 2010, it was VSTA only. Not sure about template parts.
-
The problem, I think, is that when you add the template part to the template the code dll won't be included, even if you add code to the template part.
-
You'll need to add a loading event - and use a secondary data source for the drop down options (just an XML file in the form). Then the loading event can add items to the data source, and the control can use that data source for its options.
If you prefer not to write custom code, qRules can help you with this.
-
You will end up writing custom code for this, I'm afraid. When I've done this, I've used a transform to transform my XML to Excel format.
-
You use qRules, right? I'm wondering if GetInputParameter may help here - you could include a link to the XML with the input parameter and value you wish to pass.

http://social.technet.microsoft.com/Forums/en-US/sharepointgeneral/thread/27753f41-5ecf-414d-b7fa-e088fd9b9134/ suggests that this is not possible in SharePoint out of the box. I'm wondering if this tutorial may have some clues.

We don't have dynamic SQL queries out of the box with InfoPath, unfortunately. Your options are writing code, building or buying a web service (DBXL, for example) or qRules also has commands for this.
-
You should be able to create a join between multiple tables in your main data connection -- is that what you are asking?
-
The issue with a multi-select is that it inserts a new instance of a repeating field when checked. InfoPath offers no way to do this outside of code (you could also do it with qRules).
