Hilary's probably right. Dates from SharePoint usually seem to be in that strange format with a space in the middle. Could you give this a try?
count(/dfs:myFields/dfs:dataFields/dfs:SharePoint_Training[substring(@Class_Date, 1, 10) = substring(xdXDocument:get-DOM()/my:SharePointTraining/my:dClassDate, 1, 10)])

This may simply be a matter of changing the name in the Form Template Properties, which would be under the File menu in IP 2007, and on the File tab in 2010.

How's this:
count(/dfs:myFields/dfs:dataFields/dfs:SharePoint_Training[@Class_Date = xdXDocument:get-DOM()/my:SharePointTraining/my:dClassDate])

In general, all fields with the same name have to have the same setting for Type, Data type, Repeating, and Cannot be blank, and if any of them have children or attributes, those have to be the same too. I think there are ways to break this restriction, but I definitely would not recommend them.
However, there are ways to work around ...

Which properties are you looking to have different between the fields in one group and the other? Is there a reason you need to have the fields named exactly the same?

One way to change a value in every row of a repeating group is to identify some field that you're not going to use, and after you query the data source, have a rule that sets that field to some improbable value, like 9898989898989. Then put any rules you want on that field to change the values of other fields in that repeating ...

It looks like you want:
substring("1", 1, (Field1 = 1) and (Field2 = 2))
I assume you want the result to be blank when it doesn't pass those conditions? If you want Field3 to be 1 when the condition is true and 0 when it's false, this should work as the formula:
number((Field1 = 1) and (Field2 = 2))
-
This formula should also work for adding leading zeros to make three digits:
concat(substring('000', 1, 3 - string-length(field)), field)

QdabraRulesInjector.exe.config is an XML configuration file. It sounds like you have file extensions hidden. If so, you should do the Run as Administrator on the file that shows as just QdabraRulesInjector.

There's a problem with your logic. What you need is
FormFieldState = "DC" AND (SharePointState = "DC" OR SharePointState = "MD" OR SharePointState = "VA")
But since AND has a higher precedence than OR, you can't just fix this by switching two of the ANDs with OR. Your options ...
