How I usually handle this is using a hidden field on the form to concat all the information I want and then add that single field to the file name in the data connection.
Ex. Text box named FileName. On the submit button I would put a rule that said if this field is not blank, then set FileName to this value. Something like ...

Hello:
I am a little confused as to exactly what you want, but I would guess that if dropdown list 1 = Software, you would like Ali and Guler in ddl 2, and if ddl 1 = Hardware, you would like Fatih, Omer, and Mesut in ddl 2. Is that correct?
It sounds like you have your dropdowns set up correctly, filtering 2 on the choice made in 1. If you add ...

Where they put their initials I assume would be a text box. You could add a bottom border to that text box, and upon each new line being entered it will have that line below it.

You can do it without code.
Add a field to store the current record set or row ID.
Put some next and previous buttons that update this field.
Set your conditional formatting on the repeating table to hide what is not within 10 records of the field.
This gives you what you describe.
You may need to use an ID field or count function depending ...

Hello:
InfoPath 2007 has a combo box control which will allow a user to select from a list or type a new value. This feature is not supported for browser forms, however. In Infopath 2003, I have used a text box and a drop down box in tandem with conditional formatting to simulate a combo box.
The drop down would have an entry labelled "Add ...
