I am able to get that far without any trouble. After repacking, I get an error and the file will not open. It seems that the file is not being recognized as a correct .xsn file or something in the repacking process is corrupting the .xsn file.

I apparently stumbled across a known bug in Infopath 2003. I created a footer and then a header which then corrupted my infopath file and no longer allows me to open it.
