So annoying, right? This is a bug that eventually went away for me with a Windows or Office Update (can't remember which). If you open Event Viewer on your machine, then open Applications and Services Logs > Microsoft Office Alerts it should (hopefully) be there.

As per the documentation, this will require full trust:
https://docs.microsoft.com/en-us/previous-versions/office/infopath-form/aa947229(v=office.15)#remarksThis member can be accessed only by forms opened from a form template that has been configured to run with full trust using the Security and Trust category of the Form Options dialog ...

Can you look at the value in the field (by downloading the XML and opening with a text editor) where the field is correctly resolved in the new eviro vs. an old form? And let me know what you see?

You need to make sure the name is set only one time. I use submit rules for this, and if my form name field is blank, I set it using user ID and now(). That way it only gets set one time.

I'd compare an XML from the new environment with one that was migrated (i.e., one where the people picker resolves vs. one where it doesn't). Look at the account id in the person field - it probably starts with a claims prefix in the new environment. If your people picker is for a single person, you may be able to fix the account id up ...

I'm sorry, I didn't notice in your original post that this is supposed to be a browser form. I think a view hack like this will not be supported in a browser form - that once you publish the image won't show.

I added the picture as a resource file first. So, under the data tab in the ribbon, click on resource files. That's where I added the photo, which also adds it to the source files, and a reference to it in the manifest. Then I could use it as a background.

See attached sample. Save the file locally, right click and select design, then preview. I added an image as a resource file, then saved the form as source files. Then I modified the style on the table element in the view XSL to use the image: style="WORD-WRAP: break-word; BORDER-TOP: medium none; BORDER-RIGHT: medium none; WIDTH: 805px; ...
