i dont think u need to use the userprofileservice necessarly, first time the form is created set value of field box (say author) to username(), and later on keep comparing this field with username() ,whenever the form is opened and fire your rules accordingly.

you will need to rework the data connections to point to new location, take the list template of the old document library along with contents (if possible, other wise you will have to copy the forms ), and create the same document library at new site. Conditional formatting for Attachment field is available in non browser enabled forms(InfoPath 2007). It is not avaiable for browser enabled forms (InfoPath 2007)

Can you please go to your document library -> actions ->open with windows explorer -> forms and check the modified date of template.xsn. note the modified date of template.xsn, then publish your template and check modified date of template.asn. Let me know both dates. That way we will be sure wheter the doc lib does not get updated ...

you dont have conditional formatting on attachment field, but u can put the attachment field inside a section and then have conditional formatting directly on the section
