If you are using InfoPath 2007 and you have a codeless form, you could try qRules v1.7. I just tried the Insert command and it inserted 300 rows in 5 seconds.

I meant would they qualify as an architect? Since migrating data would be a cumbersome task, a professional with well-known rep would suffice. And given it's USDA, it would be too much like right for the best.

You would need to somehow store a copy of the data in the form itself.
If the options are static, and will never ever change, then this is a safe route. But if you want to modify the SharePoint list and therefore modify the forms that pull data from it, then you have no choice but to always load the data!

Are you connected to AD and have you done a profile import? How are you putting in users? What happens when you click the address book button and search for users?
