We use CabLib in our solutions when we need to programmatically fix up an InfoPath template. It's a free library for extracting and compressing .CAB files (.XSNs are essentially just .CABs).
Depending on how many of these templates you have to deal with, you may want to give CabLib a try. Or you could take a midway approach, ...

I am using 2007, I know there is an option to use the unique values but it still lists all of those repeating values or i am just not telling it where to filter properly after that box is checked to display a unique value. I've redone the SPD workflow (removed all conditions) and now it showing that new forms are starting the workflow. But now I'm getting this error in the workflow status column of the library.
"Failed on Start (retrying)"
I click on that and I can see the slightly more descriptive error ...
