Ordinary file attachment controls store files directly in the form's XML, so I doubt that there is any way to avoid this issue while storing the files in ordinary file attachments.
I would second Ernesto's suggestion to try out qRules to see if it will work in this situation.

I don't know of a way to prevent download of attachments. This is one of the reasons why we've developed qRules, but I haven't tested it in IPFS.

As far as I know there is no way to work around that restriction for the browser enabled forms. You simply can't add the System.Windows.Forms.dll. I had the same problem as you and the only solution I could think of was to add a hidden section in the form and show it when required.

I have solve my issue and my apologize as it due to my silly mistake...it is due to the datasource coz i moved the file attachement control from one folder to another folder in the datasource which caused it not appear when render the form n browser.
