If you right-click on the date picker, properties, select the "Browser form" tab, and select the always radio-button. It will force the post-back everytime the value of the field is changed.

i'm afraid you will need to change your data connections to point on your LIVE server. Infopath and sharepoint cannot have lookups to lists that are not in the same server.

Maybe you could add a hidden boolean field (named completed for instance) to your form and make it a published property. then you could show only the forms with that field set to false.
