Any response back on this yet...I'm having the same issue and do not want to use a third party tool (e.g. qRules) to accomplish this?

I'm running into an identical issue with someone I work with.  Her issue just recently started - I had thought it was related to Visual Studio 2005 being installed (and we haven't yet ruled that out).  Oddly enough, she can Run As... and it works just fine within the InfoPath client (as well as browser, as expected).
