Sorry, I just really read this now. :)
You need to add a closing </d:Weekly_Hours>
So, after </d:Status> we'd need to add a </d:Weekly_Hours>
-
I think the issue is here:
string workforceXml = "<d:Weekly_Hours xmlns:my='http://schemas.microsoft.com/office/infopath/2003/ado/dataFields'>"
Is d:Weekly_Hours in your main data source?
-
Are you trying to add a row to the main data source? Or to the secondary data source?
-
Generally, this would be because the XPath is incorrect. Did you right click selectedUnit in the data source task pane and select Copy XPath to make sure it was right?

The updates are based on the qRulesLastModified date compared to the last modified date in the list. When are you running the refresh command?

You are doing great - there is a /mode parameter on the command. By default, we don't overwrite your data. But it sounds like with your refresh command, all items matched?

Yes. If you are using InfoPath 2010 or later, and you add a data connection to a SharePoint list or library, you should see query fields in the data connection.
http://blogs.msdn.com/b/infopath/archive/2010/05/06/sharepoint-list-data-connections-in-infopath-2010.aspx
Under Form Options > Compatibility you can check that your form is IP 2010.

The refresh command uses an owssvr (XML File) data connection, not the same lists submit data connection you use for your SharePoint submit.
This is from 4.2, but the basic idea hasn't changed much: http://www.infopathdev.com/blogs/hilary/archive/2012/07/05/qrules-refreshsharepointlistitems-walkthrough-for-v4-2.aspx

So - what is the form template for the other library? The one the forms submit to?
I'd think you might have to create site content type columns for this - but I'm not sure (so, no, I don't think this is easy & you are making it hard.....)
I do wonder if you publish the same template to the library you are submitting to if your ...
