 you need to execute this code from a machine having moss/sharepoint installed. you cant debug this code from your local machine

 you cannot enforce such constraint, when using dropdowns in repeating sections, but you can prevent the user from selecting the same again. check this

 i cant see anywhere the template part being used, can u attach a template in which you have used the template part and were not able to make it work.

i don't think it is possible. the dll's of the code need to reside on the server to work properly.

 check this. implement something similar

you can have a rule on open and save. if field is not blank change view readonly view. to set the rule goto  tools -> form options -> open and save -> rules.
