Blonde moment.  I was going into the FX field and trying to do the concat function but what I was doing wrong was putting quotes around the my:dept field, which converted it to string.  Duh!  Guess I was just a bit quote crazy because I know better than that :o) Thank you so much for your very quick and helpful reply Ernesto!

Actually it doesn't work the same for Filler forms. You have to manually check it out and then open the form.  When you just open a filler form (without checking it out first) it does not prompt you to check it out like Excel or Word files do.   It allows you to open it, but in read only mode and you have to go to the library to ...

Actually I did have the mapping file updated with the ID field....however....I did not realize that the mapping data connection added the file into the form template.  I thought it was browsing for the mapping file every time I submitted..but now in hindsight that wouldn't make much sense.  Anyway, I re-linked the mapping data ...

Yes that was exactly it!  Thank you so much.  Such a simple solution to such a big problem when you have hundreds of people using your forms!  I am going to have my network guy find a way to implement the clearing of Infopath Filler's cache in our group policy settings since this will affect so many people.
