If you can't use debugger for some reason, you can use an old debug method with XDocument.UI.Alert("BREAK1") you place your Message box on your code and you can figure out where you have your error.

Sounds like you're missing the Form Load rule.  This can be found under Tools->Form Options->Open and Save->Rules... in IP 2007.
