Okay, so you have custom code & qRules in your form?
I found some test results I can share. I opened each form twice and recorded the loading time - all forms were published to Office 365. These were entirely blank forms, no secondary data connections, no views (nothing on the default view), no rules, etc. As you can see, as soon as ...

Hi - Are you saying that the performance of your qRules form in your Office 365 site has changed? Originally it did not take as long?
I do know that sandboxed forms are slower in general for loading (not sure I've noticed a difference in submitting). At one point I ran a few tests comparing a form with minimal code (so, still ...

As to other options - well, there aren't a lot for existing forms or for browser forms. You can write your own web service or use other custom code, but ...

And the XML is generated by InfoPath? Not by some other process?

You want the attachment in the filled out form copied into a new library? I'd probably use qRules SaveToSharePoint for that - if that isn't a possibility for you, it will require custom code.

Well, there was my only idea. :)
We can't check the ULS logs, since it is SharePoint Online, unfortunately. I don't suppose you have an on prem server you can test with?
