If so, maybe the first action is failing and you have the checkbox checked to stop processing ... if not, try adding another rule (with blank condition) that does the second submit. I assume you mean SharePoint Form Library and not list. SharePoint list forms are supported in 2010 only. Go to Tools->Form Options->Property Promotion. :)
