Hi, you've probably forgot to set a filter on your rule. Try to set a filter based on the department value and your secondary data connection.

You're getting that most recent error because the code you entered is for the VB.NET 2007 OM, not VBScript.  As to the previous error, make sure the code project path in the form properties indicates an actual folder where you have write permissions.

Sorry about the code.  When I previewed it it looked fine.  Don't know what happened. Is there an adminsitrator who can re-format this? And feel free to delete this reply :)
