I suppose if you had a list with all the options - like Stage 1 can go to 2, 5 or 8 or something, it might be possible? I'll try to take a look in the next day or so and see if I can put together a sample.

May I see a copy of the form? You can attach it under the options tab in a reply.

Here's a sample file - right click the linked form, save locally. Right click the saved form, right click and select design to open in design mode, and then you can preview, see if this is kind of what you are looking for?

This can't be done without code or a third-party tool like qRules / FormsViewer. That's because InfoPath doesn't have any rule actions for inserting new repeating elements. If you change your data structure to a repeating table and just have a single select dropdown and a single person, then have the user manually insert rows, that may ...

If you use rules for submit, you could perhaps determine from some other form info whether the user is ready to email it - but since you are ...

The tricky bit will be figuring out if the current user is a member of the group. Once you know that, you could use conditional formatting to hide the section. No, this doesn't sound like the way it should behave - is this a browser form? May I see it? You can attach a copy to a reply under the options tab...
