Did you check the postback settings on the control that executes the command?
-
Oh. Strange. So, you downloaded the form from the site, then right clicked the downloaded file?
-
Sorry, select Design. That opens it in design mode. From there you can preview. :) If you look under the Data tab on the ribbon, you'll find Defaults, which is where you'll see the additional repeating nodes.
-
The only way to do this without code is to add a set number of rows by default then format it to display based on the user entered info. Please see the attached sample - save locally, right click and select Design to Preview.

Generally if a qRules command works in filler but not in browser, postback settings on the control need to be set to always. But I'm wondering if your query is failing in the browser - are you simply executing the query, or do you use the qRules FilterOwssvr command?
-
Where are you trying to add it? You are just writing a new XML file to an existing form library?
-
Well - your submitted file is linked to the form you have open in designer - so likely somewhere on your local machine, where you save it to work on it. Go to the relink view and sort by the template URL and you should be able to find the outliers and relink them.
-
So - how were you updating it? Code? CAML & the lists web service? Workflow?
-
Right - you are going to have to copy the data from the secondary data source into your main data source. Code or qRules can do this - code that does this should be okay for use in the browser. Here's a link that may help you get started.

How are you updating the SeedGateNumber in the GateList? Is that piece still working? Sorry, just trying to understand what is broken. :)
