Is it possible to make a text box control be uneditable for the person who filled out an InfoPath form but the same field be editable by others?

No, all the data is local to the form. It's just that the published form on the network seems to be required in order to use locally! What is the best method for local forms? I have used the Export Source Files but there must be a best practice for local offline forms?!

I don't know of any strict limit.  16 is the maximum number of times that a field can cause its own value to change, either directly or indirectly, and that can't be changed.  But generally you shouldn't use recursive logic in your form anyway.
