When you post, please select the Options tab and use the controls there to select your image.

Thanks the form now 'pulls' in the default RiskID number, i.e 0000 not the calculated value of a new form, added to the library.

Yeah, this is pretty much the only option right now.  For a while now, we've had standard windows message boxes (with the ability to use Yes/No/Cancel buttons) as a proposed feature of our qRules suite, and if that were available, I think you could design your rule logic the way you're envisioning it, but alas we haven't ...
