This is possible using code with Infopath and the Excel ActiveX object (only way I can think of since you have everything in a Document Library).  It will take a while since you have so many forms. Have you tried the Rich Text Box? It will take in formatted text and display it mostly correct.  Maybe 99% correct.

Can you post of picture of the warning? Did you create the form or did someone else? If you created the form, a few more questions, if you did not create the form, no more questions. Is the form in full trust? I would assume yes if you have a signed certificate. Can you open the form in preview mode?
