I haven't used this web service, and I don't know if it's the cause of your issue, but does that Console.ReadLine() need to be there?  Would it accomplish anything in your webpart?

Are you looking to conduct the same filter every time (using the same filter values), or does the filter need to be dynamic based on values in the form? If it's the former, I think you can set up an owssvr.dll data connection to perform the filter and this doesn't need to be converted to UDCX.  If it's the latter, qRules' ...
