I think you need "and" instead of "or" here - so, if the current user is not the requestor AND if the current user is not the approver AND if the filename is not blank....

FYI, in version 8.1 (releasing soon) I have this documented in the command overview & the user guide. SubmitAsUserQueryData with ssappid parameterRenderForm (in browser) SubmitToSharePointList with ssappid So - very few commands that I can see actually require injection w/ the admin ...

Oh, that is EXACTLY it, you smarty pants - so, that was a change from IP 2007 to IP 2010, no "blank" rules. IP 2010 is no doubt removing those rules for you. What we do is have a little helper field (can be in a secondary data source, like an XML file) named "stop" - so if we need a rule where if a certain condition stops ...

What are the actions on some of the missing rules? Do they just set a field's value or something?
-
Oh yuck - so you can see the rules in your IP 2007 browser form but when you save it as IP 2010, they go away? Can you attach a screenshot to a reply (under the options tab) that shows this? I've never seen this before - first thought I had was that your 2007 form was filler and the rule actions weren't browser compatible, but I see ...

An owssvr.dll data connection can have a view parameter - but I don't know if those are supported in Office 365. May be worth a try? But if the idea was to dynamically change the view the data connection would use, since owssvr.dll connections are SOAP, that won't be possible using rules.

When is your data connection running? On load? I'd maybe drag the data fields onto the form and add a button that runs the query, just so you can open the form, then test the query. What about non-REST web services? Maybe try a query on the User Profile service - same issue?
-
If this is Office 365, you aren't going to be able to use REST in a browser form, I'm afraid - a lot of the SharePoint web services are blocked from browser forms. Unfortunately - I can't think of a work around. Regular list connections have query fields, but those are only for equivalence, so that doesn't do you any good at all....

Try Notepad ++ with the XML plugin - it makes writing XML easy. Then you can just think about how you want the data structured... Another thing you can do is create a little InfoPath form with the data structure you want, then preview the form, fill out your data and save the XML (just File > Save) and ta-da! you have an XML file! :)

Are all of your table rows set to auto height? You may just end up with some space if you have a number of hidden controls - I usually temporarily set each table row's background and each sections background to a different color to help me find which one is the issue.
