Works for me, see attached. I had to put the Item Number field on the form as a text box so I could test - but if I add rows and enter the word Other in any of the Item Number fields, the section displays. Is the actual text "Other" with a capital O?

I think you just need to select "all occurrences" for the field.

You'll need to use a double eval. http://sp2010mj.blogspot.com/2013/06/double-eval-retrive-from-repeating.html has info - you can also search the forum for double eval. :)
