Got it to work! Excellent!
I'm populating repeating data within repeating data from two different sources based on filters.
Thank you!

The problem, I think, is that when you add the template part to the template the code dll won't be included, even if you add code to the template part.

You'll need to add a loading event - and use a secondary data source for the drop down options (just an XML file in the form). Then the loading event can add items to the data source, and the control can use that data source for its options.
If you prefer not to write custom code, qRules can help you with this.

You will end up writing custom code for this, I'm afraid. When I've done this, I've used a transform to transform my XML to Excel format.

Don't use separate views. Use an XML config file with the questions and make the questionnaire data-driven. Qdabra has YouTube videos on this technique. I think in May I did one called "data-driven design". The canonical example is a survey/questionnaire form. At any rate, you want the separate submits to be separate XMLs. Depending ...

I would not use a popup. Rather, just hide-show a section in the view with the total score in it. Sending email is easy. You can export all XMLs to Excel and report on that. It's a little manual, but definitely doable. No code needed.

You use qRules, right? I'm wondering if GetInputParameter may help here - you could include a link to the XML with the input parameter and value you wish to pass.

Hi David,
You can't promote rich text as rich text, but you can make it plain.
Another idea: use Qdabra's qRules plugin to submit the data as rich text to a list.

http://social.technet.microsoft.com/Forums/en-US/sharepointgeneral/thread/27753f41-5ecf-414d-b7fa-e088fd9b9134/ suggests that this is not possible in SharePoint out of the box. I'm wondering if this tutorial may have some clues.

The PeoplePicker is probably the issue.
Why not do away with that and use a generic data source structure with UserProfileService or Qdabra's ADWS to fill in the people's names.
Then, you could use eval-eval - see this link:http://blogs.msdn.com/b/infopath/archive/2006/04/05/569338.aspx
Of course, the workflow could also do it by ...
