I'm struggling a bit to understand what you are asking... Do you need to use a workflow for this, or will just a calculated column work? That is - is this new field also in the same library as the promoted data?
-
I wouldn't consider adding 18 fields and rules to display them difficult (especially if you aren't a dev and the alternative is custom code) - but, sure, you can write code for this. As long as this isn't an Office 365 browser form. Screenshots from this blog post are 2007, but the OM is the same with IP 2010 and 2013, so the ...

Well - actually copying the data to a different repeating group would take code. You might be able to add another copy of the same repeating table and use "not" conditions to hide non-unique rows... but I'd guess what you are actually after is to display one of the entries in the top section, then any duplicated entries in the other ...

Is your SharePoint site on premises? Or is it Office 365 / SharePoint Online? If it is on premises, you could use C# code (or qRules) for your sorting in a browser form. In general, browser forms are much less tolerant of manual modification, so I would suspect that you will have trouble with a preserve code block in one - but haven't tried ...

Here's a simple sample - save the attached file locally. Right click the local copy & select design. From there, you can preview / check out the formatting rules on the repeating table in design mode. :)

As to item 2 - sure. In the sample, there is a field called DocsComplete that has a formula to check if docs have been added, so you could have a rule on your submit button to check that all instances of DocsComplete are true (for example) allow submit.... Does data get entered into the RepSecIndividual if the legal status is NOT individual? You ...

No - there is no code. I simply added multiple copies of the same RT box to the form and added conditional formatting. Take a look at the rules on the read only controls.
-
Do you really need to have the tables bound to different repeating groups? If not, perhaps this sample form does what you need. Save it locally, right click the file & select preview to try it.

Here's a sample, save it locally, right click the saved copy, select design & preview. You can just have a copy of every field with conditional formatting to determine what to display. You won't be able to copy the rich text from one field to another without using code or qRules to copy the inner XML.

Well - I set up a test form, customizing a list form on SharePoint 2010. I just used a very simple form - added a button that sends an email, with the To address as a form field - email sent, no error. So - I'm not sure what to suggest here. Maybe your SharePoint admin can take a look at the ULS logs and see if there is anything helpful?
