As of yet no. InfoPath and printing don't really go hand in hand. Most people are using InfoPath and browser based form. Thus all you're really doing is printing a glorified web paged. Or that's at least how I understand it.
If printing is critical, you could create a Word document and connect it to the SharePoint ...

Several things come to mind:
I kid you not, reverse what you have written as your condition, change cannot be blank, to blank. I can often get them the wrong way round, even though in my mind it makes perfect sense, what my condition is.
Why not validate the fields before you need to submit the data? That way you should see an asterisk ...

I have a form with some "Cannot be blank" fields(Mandatory). And also some code behind on button click. When i click the button without entering values in the mandatory fields, the validations are not working.

Thanks a lot!

Is there a way to populate a numbered list box based on the order they select it in the Multiple-Selection?
I know if I put a rule in the Multiple-Selection I seem to only get the last item selected.
Multiple Selection:
Apples
Oranges
Cherries
Pears

If I pick ...

I have a web based form that *should* pre populate a people picker with the author name when the form is initially opened. Works great in the filler and in preview. Wondering if there are any commonly known issues with the person/group picker and populating it in a web form.
It works by doing the following:

I'm a little confused by your publishing process - sounds like maybe InfoPath is too.
Is your "Staff_Performance_Review" library set to use the content type under the library settings?
