Hello and welcome to the forums,
1) You can get the year from the Today() using substring(today(),1,4).
2) Set this value to a field in the data source and use that field as the file name while taking the submit connection.

You can open an InfoPath form in a browser by following below steps.
1. Go to your sharepoint form library where you have published the InfoPath form
2. Go to the form library settings.
3. Click on Advanced settings in General Settings section.
4. Select ‘Display as web page' in Browser enabled documents.
5. Click ok.

To my knowledge, there is no % available for array column sizes. But you can set the lay out of the view by using a View property Layout settings.

You can directly validate using the data validation. No need to use the code.
1. Go to the date picker properties.
2. Click on data validation.
3. Click Add.
4. First date picker is not blank and
5. Second date picker is not blank and
6. Select the first date picker field in first drop down, not equal to in second drop down, second date ...
