If you're working with InfoPath 2010, you can probably use a REST connection to one of the XML files. REST connection URLs can be changed dynamically using just rules.
If that doesn't work, another option is to use an XML data connection and qRules' ChangeConnectionUrl command to redirect it to different places.

Do the users that are initiating the workflow (when the FormState is set to complete) have permission to delete the forms from the original library?
Since you know that you can initiate the workflow manually, what happens if you perform the operation to set the FormState to complete? Does it more then?

Is there any particular pattern to the naming of the rating fields you're referring to? If so, it may be possible to construct a fancy XPath that can reference them all succinctly.

You can create a site column in SharePoint of type Choice, and then promote the field from the InfoPath form, making sure to select your InfoPath field and then select the site column it should map to. By checking the 'Allow users to edit data in this field by using a datasheet or properties page', the field can be edited in ...

Have you looked at the sizes of the individual files in the template? I think the main issue here is that you have 40 views. How large is each view XSL file?
The multiple XSD files aren't multiple instances of data connections. When a data connection involves more than one XML namespace, there is a separate XSD for each ...

Hi luke20,
For the first part, why not create a user group for the first four approvers (each user added to that group) and use the same submit logic only this time, it submits to a user group?

Hi Heather,
Why not create a separate view called Read-Only where all values are displayed in static fields (i.e. expression box) and disable the submit button?
In your Form Load rule, you can add something like if Group != FormApprover then switch to that Read-Only view?
Hope that helps!

Hi VanMieghem,
If I'm not mistaken, I think you can't customize a three-state (SharePoint out-of-the-box) workflow to use the fields in an InfoPath form.
If you're using InfoPath, I'd suggest using SharePoint designer instead to create the workflow - it's free to download. You'll need to promote the fields when ...

SOAP endpoints are definitely preferable to connecting to the database directly. To go a step further, we've developed a generic webservice called DBXL for querying and writing to SQL Server databases.
There should definitely be a way to use the webservice without making the form full trust. Have you determined a reason why ...
