If user tries to open already submitted form then automatically InfoPath gives the one message form will open in read only. Then user clicks on OK then it will open the form.
Submission will works like every time overwrite the existing form. If you want we can manage the whom we need to open editable form and read only form using code.

You mean to implement the work flow after first submit of the form? It means any user able submit the form to SharePoint. After submit you want to implement the work flow in InfoPath form? Otherwise after submitting the one form user will get different form If user opens the submitted form?

Is your form full trust? Do you get any errors? Not all active X controls are supported in InfoPath. Might be an issue with that or with the way in which you have added it. Need to investigate more.

We don't have feature like session in InfoPath. But we can lock the document using web service method.
We can get the document which is opened in our machine using code. We can implement the feature time locking the form.
