If the form doesn't have any code still we need site collection level permissions to publish the form ?

Hi, I tried to publish InfoPath 2010 web browser form to SharePoint online.Before publishing the form I checked for errors and warnings in the designer check then there is a warning : Could not verify the form template on the specified server.Even though I published it as a content type and I tried opening it from the SharePoint Online site then ...
