See if this works - I can't actually test it, of course, because I don't have access to your data, but the formula didn't seem to cause any issues.

Well and it hadn't occurred to me that the people picker structure in the list data connection would be the same as the main source when I suggested using a transform. :) Glad that worked for you!
-
So - you want to basically concatenate the list of items that are displayed in the list box? Has your form changed since you gave me a copy? Because that copy has three list boxes, and I'm not sure which one has the filter you want to use.
-
I am sure you've checked the user's permissions. How odd. I wish I had something to suggest, but I haven't seen this before. Can you check the SharePoint logs, see if there is anything helpful there? You may also want to try posting on https://sharepoint.stackexchange.com/

Always tough when an issue is not consistent - but I would first check the SharePoint ULS logs for the correlation ID to see if you can get more info on why the error is occurring.
-
I have IP 2013 + Outlook 2016 + Windows 10 if you'd like to give me a test form with your code in it.... I can try it on my machine & see what happens. Or are you saying you've been testing & had an issue?

https://msdn.microsoft.com/en-us/library/office/microsoft.office.infopath.formerrorcollection.aspx has some sample code.

The merged data should be semi-colon delimited, but unfortunately, there isn't an out of the box way to determine the delimiter or somehow split the entries with line breaks. I guess you could try adding a calculated column to the library and see if you could replace the semi-colons with another delimiter?

No, Transform is a qRules command - the XSLT can be created in any text editor. Did you try copy table?
-
I should add - I'll put together a transform sample for you if that doesn't work - but it worked well in my sample so thought it might be an easier way! :) Love your profile picture, by the way.
