I don't understand the issue then. Simply add the fields.

I would probably drag the repeating group for the person picker onto the form someplace as a repeating table so you can verify all the values are being populated as anticipated.

I'm sorry, I am having trouble understanding the question. Are you saying you have another field you wish to include in the first section of the form, where you are only displaying one row? If so, the logic is on the submit rules - under the data tab in the ribbon, find the Form Submit button and you will see the submit rules in the task pane.
-
Ok, it looks like you have your formatting right, you just need to modify your submit to use rules and get the fields set. Try this copy - save locally, right click and select design to open in design mode. I can't test it, of course, because I don't have access to your SharePoint site - but I've changed the submit logic to use rules ...

You may be able to do this with web parts and query parameters in a web part page - but in general, InfoPath doesn't have anything built in to make this sort of thing easier. With list forms, you can't use code. This is what I've been trying to convey in terms of complexity with what you are trying to accomplish - that the user would ...

Thank you so much for posting back your solution - that will help others in the future! Glad things are working now.

Can you attach a copy of your form under the options tab so I can better understand the design?
-
I'd assume based on the project? You'd have a query to the list with the time periods in your resources form and use the project ID to get back the correct time periods?
-
You'd have to have the data source for the other table in another list / form. So, the user would have to go fill out their time periods, then open this form to add the resources. Out of the box, we can't update a secondary data source. We also can't add rows in the UI to a secondary data source. I considered whether this could be done ...

I can't imagine being able to repeat that style of layout in a list form - the data structure is too complex. If you just had the topmost table of "fixed" fields and the table for resources - that would be achievable. But with the addition of the time periods table, it becomes more complicated that I think the limited data structure ...
