The formula below extracts the minutes section from the TimeField and then multiplies it to 60. After the minutes portion of the TimeField has been converted to seconds, I then extracted the seconds portion and simply added it to the previous data.

I don't believe this is supported in the browser. If you'd like it to use the print view, you can print to PDF - free CutePDF Writer will do this, but you will have to configure the print settings by pressing CTRL + P then select CutePDF Writer in order to convert the view to PDF.

This seems to be the default position for Fields, Rules, and even the Design Checker. If it does have any settings for that, it should be located under the Data tab where Show Fields is also located - I haven't seen any settings that would allow me to permanently transfer it to the left pane though.

Are you using the GetUserProfileByName web service? if so, you can add a logic which queries the web service on form load based on the current user (userName()), and from there, set hide/show conditions based on the department value returned. I hope this makes sense.
