Yes since they are separate data connections the receive won't return back automatically. You might need to query or something though I'm not 100% sure how your web service is set up.

Not out of the box. You'll have to write custom code in order to do that.

Are you trying to launch InfoPath 2007 from the start menu or are you trying to open a form in InfoPath?

I'm not aware of a way to disable these specific commands. But if you aren't allowing the user to insert/remove rows, you can just uncheck Allow users to insert and delete rows in the properties. This will disable the shortcut menu altogether.

Usually an action is performed when a button is pressed or a field has been changed. If the value of the checkbox isn't changing when you are opening the existing form, then the rule won't run again.

I delivered a webinar yesterday about using permissions in InfoPath forms that may be relevant to you. Here is a link to the video: http://youtu.be/qEig8O4so0I

If you already have permissions set up correctly on each of the folders, it just sounds like you need to build logic in your form to know which folder to submit/save the data to. I believe you can just create separate submit connections to each of these folders (I haven't done this with folders exactly, but I know it will definitely work ...
