Each year I have to renew my certificate from our local CA, then open a couple of Infopath forms and go to security and trust to select the renewed certificate and then deploy the form again.
I have done this on these particular forms for 5 years without any issue.

Right - that is what I was saying. The rules on a field bound to a multi-select won't run when you anticipate. I think it is because when you deselect, it is removing the node, not just clearing the field. So, here is what happens in Filler.... InfoPath caches form templates to make them load faster next time. But sometimes, when we are working on a form, we'll publish one with an issue that will block it from opening in Filler at all (like your template had). Then the "bad" template is stuck in the cache, and since it won't open, ...

That did it! Thank you so much!
GetUSERProfileByName has worked for the form that i used originally so i dont foresee any issues with it.

Got it! Ok, so you probably have it cached in Filler. Open InfoPath Filler on your machine and go to the New menu. Find the form. Right click and select get update or remove - remove will take it out of the cache completely, so I'd recommend that. Then try again. I do wonder if your GetUserProfileByName connection will work in the browser in ...
