A URL (link) would open on the user's machine. Not sure what you could do to make the file read only - perhaps put the file in a SharePoint library and use permissions there?

Is this published to an Office 365 site? If not, talk to your SharePoint Admin so they can look at the logs.

It publishes right away. There are no timing out issue.Error message is so generic it is not giving any clues so to where the error is coming from. Any suggestions or idea is appreciated.
