So - is this issue only in modern browsers, like Edge & Chrome? Are you using On-Prem SharePoint or Office 365?

Unfortunately, that's just the way the list forms work, if I recall. In view mode, buttons don't show.

 Hi, In order to allow people to be able to edit the form, you have to check a box "Override the existing form" on the form. If your form is allowing only one time submission, then people are only be able to view it as Read Only version. Thanks,
